HMRC paid Capgemini billions despite plans to use local firms
Research analyzing public procurement data reveals that His Majesty's Revenue & Customs has issued at least £4.2 billion to the French technology firm Capgemini. This total covers 15,726 separate transactions recorded between 2014 and July 2026. While the UK government has expressed a commitment to prioritizing domestic industry through public spending, these figures highlight a long-standing financial connection with an international provider. Although some data from a sixteen-month window is currently unavailable, which could mean the actual expenditure is greater, HMRC officials maintain that all contract awards remain fully compliant with regulations.
This situation underscores the difficulty of transitioning away from major international outsourcing partnerships toward local providers. For the broader business sector, such shifts in government procurement strategies can influence future regulatory or compliance obligations. Companies may eventually face changes in how they manage tax reporting, invoicing, or digital documentation as procurement policies evolve to favor domestic job creation.
